Meet Our Team

Zenaida Rodriguez
Mission Director
Zenaida brings a unique blend of creativity, community leadership, and collaborative vision to the organization’s mission of inclusion. With a strong background in community development, public engagement, and program innovation, Zenaida is passionate about building bridges between organizations, partners, and the people they serve.
Her leadership philosophy centers on empathy, accessibility, and empowerment, ensuring that every initiative reflects the voices and lived experiences of the disability community. Known for her ability to turn ideas into action, Zenaida brings a strategic yet people-first approach to developing partnerships, expanding outreach, and fostering sustainable systems of support across South Texas.
Zenaida’s work is guided by the belief that inclusion is not a project or program, it’s a culture. Through her role at STAAC, she aims to cultivate that culture by connecting creativity, compassion, and community to create lasting impact for individuals of all abilities.

Janelle Hernandez
PLE Director
Janelle Hernandez joins the team as the new Director of PLE, bringing a powerful and deeply personal perspective to advocacy work. As a woman living with spina bifida, Janelle has spent a lifetime navigating systems, breaking barriers, and championing inclusion through her own lived experience.
This is Janelle’s first formal role as an advocate, but her leadership and resilience have been lifelong. She is passionate about creating spaces where people with disabilities are not only supported but fully valued, heard, and included in shaping their own futures.
As Director of PLE, Janelle will help lead efforts to elevate the voices of individuals with disabilities, expand community partnerships, and build pathways to greater access, equity, and empowerment.
Janelle believes that lived experience is powerful expertise, and she’s ready to use hers to inspire change and open doors for others.

Abigail Castillo
Abilities Liason
Abby is a dedicated community liaison for the South Texas All Abilities Center, based in Eagle Pass, Texas. Born and raised in Eagle Pass, Abby has a deep connection to the local community and a passion for empowering individuals with disabilities. As a navigator, Abby works tirelessly to connect individuals and families to the resources and services they need to enhance their quality of life. Her commitment to making a positive impact is evident in the support and guidance she offers to people with diverse abilities, helping them navigate the complexities of everyday life with confidence and dignity.
In addition to her work at the South Texas All Abilities Center, Abby also serves as the Night to Shine Coordinator for Real Path Baptist Church. Night to Shine is a special event that provides a prom experience for individuals with disabilities, ages 14 and older, celebrating their uniqueness and offering them an unforgettable night of fun, glamour, and joy. Through this role, Abby plays a key part in organizing and executing the event, ensuring that every participant feels celebrated and valued. With a heart for service and a genuine desire to create inclusive, meaningful experiences, Abby is an active and beloved figure in both her professional and faith-based communities in Eagle Pass.

Diana Becerra
Abilities Navigator
Diana Becerra is the community advocate and navigator for South Texas All Abilities Center, where she dedicates her time to supporting families and fostering understanding for individuals of all abilities. Born and raised in Eagle Pass, Texas, Diana is deeply rooted in her community and passionate about making a meaningful, positive impact. Known for her compassion and commitment, she brings a wealth of experience in working with diverse families striving every day to create a more inclusive and supportive environment for everyone she serves.

Carlos Chacon
Abilities Navigator
Charlie has worked as an instructional assistant in classrooms serving students with moderate to severe mental and physical disabilities, where he supported inclusive learning and individualized care. He also worked as a medical assistant in an ear, nose, and throat practice, gaining valuable insight into patient needs and the importance of compassionate healthcare.
Personally, his most meaningful role is being the father of a young man with autism and a young son with ADHD and dysgraphia. These lived experiences give him a unique perspective on the challenges families face navigating education, healthcare, and community support systems. They also fuel his passion for creating an organization where families feel empowered, supported, and understood.
Through STAAC, Charlie combines his professional expertise and personal journey to build a community where every individual with a disability and every family can access the resources and respect they deserve. His mission is simple but powerful: to uplift, advocate for, and empower those who too often feel overlooked.
